Provisional players not able to post

I'm wondering why you apparently have the policy that I'm not allowed to post until I play enough games that I'm not provisional anymore. There's something I've wanted to say since the start here and it's been very frustrating not being able to do so.
I don't think it works like that, I'm pretty sure I was able to post to the forum long before my rating became stable.
I think it's to discourage trolls. You actually have to play a few games first. Otherwise anyone could sign up , even people who don't play chess and start running amok. It's a good policy xxx
Just cheked: I could find one of my first topics in the forum which is from October 4th; before that I have only played 2 games against human opponents and 3 against computer. And I didn't reach the limit for non-provisional rating until December.

There may be some activity conditions to let you post to forum (or open topics) but unless they changed very recently, provisional rating shouldn't be a blocker on its own.
