I was just playing a 1 0 game and my time started increasing. It made it to 1953 before the game ended. Sorry don't know if this is the right place to report.
It's probably not a bug. There is a little "+" symbol that if you hover your mouse over says "Give 15 seconds to opponent." Your opponent probably decided to be silly and give you a ton of time.
